This panel examines the ability of International Humanitarian Law to adapt to the impacts of new technologies. The use of AI in conflict raises questions about legal accountability for the actions it enables. We also discuss the effect of AI-reliant technologies on the distinction between state action and individual responsibility as well as the blurring of boundaries between civilians and combatants.
